The Community Development Department is a part of the Housing and Neighborhood Services Offices. The staff writes many of the grant applications submitted by the city and administers the U.S. Department of Housing and Urban Development Community Development Block Grant program. The staff is familiar with state and federal laws and regulations, works closely with service providers in the community and offers lower income residents a central source at which to turn for services and referral. The Community Development Department helped fund and oversaw construction of the Taylor Human Services Center at 26650 Eureka Road. Nonprofit agencies provide a variety of human services at the center. It is home to First Step (domestic violence counseling), the Oakwood Physicians Group, the Taylor Teen Health Center (adolescent health clinic), the Wayne County Health Department, Community Care Services (counseling and substance abuse prevention) and Wayne Metropolitan Community Services Agency. The Community Development Department provides a variety of services and products, including: Home Repair Program: The program is designed to provide emergency and other repairs of homes owned by lower- to moderate-income residents. In general, the program allows improvements to a home to bring it to minimum code standards, correct barriers to mobility and health and to address safety hazards and energy improvements. The most common repairs include roofs, electrical, plumbing and furnaces. Other repairs are allowed under the program, but remodeling is not covered, nor is substantial reconstruction. The program is funded through the U.S. Department of HUD's CDBG program. Work is performed by qualified, licensed and insured contractors. The homeowners must agree to sign a Mortgage and Promissory Note, which is filed against their property to secure the loan. There is no interest charged and no payments are made during the life of the deferred loan, unless the homeowner moves or there is a change in the ownership of the property. For information regarding the program, call 734-374-1352. Food Program: The department provides boxed food for Taylor residents twice monthly. The food is purchased through the Gleaners Community Food Bank with U.S. Department of HUD CDBG program funds. Food is distributed at the Taylor Human Services Center, 26650 Eureka Road, Suite D-1. Demographic Data: The Community Development Department is a repository for census data, as well as other information assembled from a variety of sources. These facts and statistics are of particular interest to students, Realtors and other businesspeople. Human Services: The department serves as a clearinghouse for the activities of both public and private entities providing services to Taylor residents. Services and providers are updated regularly for referral to residents. Other Services: The department staff work with other Departments in the City, as well as nonprofit organizations, to acquire funding for and/or administer projects such as: senior center renovations, street and sidewalk improvements, recreation, park development, accessibility improvements, health care delivery, wetland preservation/enhancement, homeownership opportunities, and more.
